Wisconsin Case Statement: The ChrisCorps Commission

The ChrisCorps mandate represents a broad Wisconsin vision of long-term cultural impact through a thriving statewide ecosystem. Rooted in an integrated structure of local/regional outposts, this alternate cross-county network would be driven in three  parallel lanes: (1) a faith-based spiritual mission, (2) a parent-centered education campaign, and (3) a citizen-rooted patriot's vanguard.  With specific portions of Wisconsin targeted and prioritized, we are poised and primed for a 21-year commitment (seven 3-year cycles) and will be ready for launch by January 2027.   

As go the schools, so goes society; as goes society, so go the schools.  Accordingly, this case statement introduces a comprehensive statewide initiative that addresses the central pressing concerns of faithful parents and conservative citizens in America’s Dairyland. Those core issues include the spiritual condition of our state's populace, the mental health crisis of our young people, and the ideological assault on our founding principles. Brian Schroeder frequently encountered these concerns from congregants, parents and citizens through his varied roles as a pastor, educator and public official.

First, the deteriorating spiritual condition of the populace. Through the rising tides of secular, hedonistic and nihilistic worldviews, postmodern relativism has paved the path for all manner of moral confusion. Sexual chaos on a national scale as well as unprecedented levels of social violence continue to escalate. In 1966, there were three mass shootings in America (Rockefeller Institute of Government). In 2024, there were 503 and as of October, 2025, there have been 350 (Gun Violence Archive).  

Secondly, the mental health crisis of our youth demands urgent attention. From social media’s dark hole of adolescent isolation and depression, the mental health issues of our young people are now endemic and epidemic. One troubling marker is the growing evidence that suicide deaths in children ages 8-17 are actually higher when schools are in session; in fact, studies indicate pediatric suicides increase by 30 to 43 percent during the school year. Additionally, since the Pandemic, adult rates of depression, anxiety, drug abuse and alcoholism have all been rising, reflecting the escalating mental health struggles Wisconsin youth are contending with at home.

Finally, the ideological assault fomented in both our school and government halls. In 1901, Stanford University professor Edward A. Ross declared public schooling to be "an engine of social control."  In 1909, Dr. Ellwood Cubberly, author of college textbooks used by generations of teachers and principals, said that "each year the child is coming to belong more and more to the state, and less and less to the parents."  Think of it, thanks to decades of progressive education, only 31% of our 4th graders read at grade level.  Moreover, socialist regulatory policies have now made Wisconsin one of the top ten worst states in which to start a business.

In response, ChrisCorps aims to provide Wisconsinites with a consequential option that mobilizes and multiplies a new generation of Wisconsin trailblazers. Because "a threefold cord is not quickly broken," this initiative proposes a holistic design that weaves together three corresponding threads:

(I) A Spiritual Mission: Called "ChrisCorps," this organic ecclesiastic collective will mobilize and multiply lay ministry leadership in each county.  A group of twelve, hand-selected Christ-followers would spend three years together bonding, growing and training.  This mother ChrisCorps would then (after three years) birth three daughter groups to repeat the process.  In 21 years, there would be 691 groups in one county.

(II) An Educational Campaign: Called "School of Thought," this entrepreneurial scholastic cooperative will promote and provide classical schooling options on two tracks: first, through faith-based K-12 models (micro, hybrid or traditional schools); and second, through post-secondary "Christian Halls" in the Oxford (tutor-based) tradition.  After 21 years, there would be dozens of such schools in one county.   

(III) A Civil Vanguard: Called "Homefront," this grassroots civic collaborative will protect and preserve one's hometown and homeland through founding principles, policy work, grassroots leadership, integrated communication and smart electioneering.  Twenty-one years later, there would be at least one vanguard in each community.

Led by Rev. Brian D. Schroeder, this venture is supported by a team of distinguished advisors, consultants and organizational partners. Drawing on extensive experience in educational leadership, pastoral ministry, and family/youth counseling, Schroeder's background includes a gubernatorial appointment, becoming Wyoming’s 23rd Superintendent of Public Instruction. Schroeder pioneered the Wyoming Teacher Apprenticeship program and the Taiwan-Wyoming Student & Teacher Exchange while in office, and received public endorsements from such national leaders as former Secretary of Education William Bennett and President Donald Trump. 

​To date, ChrisCorps has secured an initial donation of $50,000 from a generous developer, signaling early confidence in this project. To properly staff and operate the necessary infrastructure statewide, this mandate requires $900,000 in total funding. We are currently seeking $300,000 in initial partnership support for the seminal inception efforts. Without sufficient funding, Wisconsin citizens and the faith community will lose a powerful, long-term remedy to the current cultural, educational and spiritual crises.

The tentative timeline encompasses program training, board formation, fundraising, staff and member recruitment, as well as a dynamic launch set for active county-level engagement by August 2026.
